For Mitchell, running for Council is about giving back to the place his family calls home.
His decision to run was a family decision. Through his time on the Planning Commission, he has seen how today’s choices about water, roads, and development will shape Castle Rock for years to come.
He wants to bring his experience in engineering, small business, and public service to those choices—and preserve the town’s character, charm, and sense of community as it grows.

Three priorities guide Mitchell’s approach to serving on Council: responsible growth, fiscal responsibility, and long-term public safety.
01Responsible growth.Plan for growth with the roads, water, and services to support it—and protect the character that makes Castle Rock home.
Mitchell wants to review the Town’s development codes and traffic standards, and give residents and businesses a meaningful voice in proposed changes. He supports growth that fits the community’s long-term needs and respects property rights.
He believes new development should pay its fair share of the costs it creates. He wants to examine the actual costs, fees, and requirements before deciding whether changes are needed. He does not promise to stop growth; his focus is preparing for it and managing it thoughtfully.
02Careful stewardship.Understand where taxpayer dollars come from, where they go, and whether each investment delivers value.
Mitchell supports a detailed, line-item review of the Town’s budget, including contracts, services, and unused software licenses. His aim is to find efficiencies and prioritize the services and investments residents rely on.
He would be very reluctant to support a tax increase and believes other reasonable options should be fully evaluated first. He also wants economic incentives to include clear expectations and measurable benefits for Castle Rock.
03Public safety that keeps pace.Prepare police, fire, and emergency services for the community Castle Rock is becoming.
Mitchell wants long-term planning for the staffing, equipment, and facilities needed to maintain or improve response times as Castle Rock grows. His experience serving as a Reserve Deputy in Castle Rock informs that priority.
He would evaluate staffing alongside call volume, service costs, and the experience of comparable communities. He wants response-time data reported to Council and made available to residents, so progress can be measured.

Water & long-term supply
Mitchell supports continued investment in reliable, renewable water while keeping household affordability in view. He wants to understand future demand, supply, and costs, and sees developer investment as one way to help strengthen the system.
He favors evaluating each development as a whole, including its water, traffic, infrastructure, and economic impacts, rather than adopting a blanket position based on one issue.
Roads & transportation
Mitchell identifies Plum Creek Parkway as a particular concern, including future traffic, roadway condition, and repaving. He wants to understand the Town’s maintenance priorities and plan for growth while taking care of existing roads.
He would review traffic standards and whether transportation plans are keeping pace with approved and expected development.
Small businesses & downtown
Having worked in his family’s welding and machine shop and owned a small business himself, Mitchell wants the Town to give existing local businesses meaningful attention.
He supports examining permitting, regulations, and fees for unnecessary barriers. For downtown parking, he favors making better use of existing spaces and improving wayfinding while preserving downtown’s character.
Open space & community character
Mitchell values the open spaces, neighborhoods, local businesses, and community connections that give Castle Rock its identity.
He supports continued open-space preservation alongside responsible planning, with public safety, infrastructure, and other core services funded before taking on additional commitments.
Transparency & thoughtful decisions
Mitchell wants decisions grounded in facts, financial implications, expert input, and residents’ concerns. He supports taking more time when important information is missing and disclosing potential conflicts.
He favors a detailed financial review and clearer digital communication so Town information is easier for residents to find and understand.
Housing & homeowner costs
Mitchell sees a role for the Town in examining zoning, permitting, fees, and other tools it controls, while recognizing the limits of what Council can do about housing affordability.
He wants metro-district taxes, debt, and long-term obligations clearly disclosed before a home purchase, so buyers can understand the full cost.

Mitchell grew up working alongside his parents and four brothers in the family welding and machine shop.
That small-town upbringing taught him the value of hard work, personal responsibility, and being part of a close community. He has carried those lessons into his own experience as a small business owner.
His engineering career has involved managing people and complex projects. His service as a Reserve Deputy in Castle Rock and on the Town’s Planning Commission has given him another perspective on the community’s needs.
Now, with his family’s support, he is running to represent District 5 on Castle Rock Town Council.
